What kind of support is needed?

Experts will be expected to deliver tailored technical assistance to selected beneficiaries. Applicants should have demonstrable expertise in at least one of the following five core areas:

  • Capacity-building support: help beneficiaries design, launch, and professionalise citizen energy projects. This includes guidance on energy-sharing, consumer protection, support schemes, and long-term skills development.
  • Investment and financial support: provide tailored financial planning, early-stage investment guidance, fundraising strategies, and training to boost financial literacy and confidence.
  • Technical support: assist with system design and engineering, feasibility studies, permitting rules, and digital data solutions.
  • Legal support: advise on legal structuring and governance, contracting, and regulatory compliance.
  • Stakeholder engagement support: promote inclusive community involvement through citizen dialogues, behavioural insights, and targeted engagement of vulnerable or underrepresented groups.

Expert requirements and commitment

Expert that are part of an organisation are welcomed to apply. 

Experts will be matched with beneficiaries based on specific needs, language and geographical proximity. Please note that applying to this call does not guarantee selection.

Furthermore, experts must be fluent in English and at least one other EU language. If assigned, they will be expected to deliver a set number of working days, depending on the level of support required. 

Support will begin in Spring 2026 and continue into early 2027, including at least one in-person visit to help deepen understanding and build trust with local stakeholders.

The number of expert days allocated to each selected beneficiary will range from approximately 20 to 40 days. This allocation may be distributed among several experts, depending on the specific needs of the beneficiary. Likewise, a single expert may support multiple beneficiaries, subject to the alignment of their expertise and availability with project requirements.

A detailed handbook outlining procedures and expectations will be provided to all experts upon assignment to a beneficiary.

How to apply?

Applications must be submitted electronically via the EU Survey platform. The form is available in English and can be completed in stages.

To be considered for the first round of technical assistance delivery, experts must submit their application by 16 January 2026, while applications for the second round must be submitted by 26 June 2026.
