Project description
Ruraltopía is a rural energy community initiative based in Asturias, Spain designed to strengthen local resilience through collective self-consumption and the development of a shared local smart grid. The project integrates existing renewable installations and enables coordinated energy management through digital tools, supporting efficient use of local resources and collaborative decision-making.
- Challenges addressed
Ruraltopía addresses key rural challenges such as depopulation, limited infrastructure and economic fragility due urban-centric policies, positioning energy as a catalyst for local revitalisation and sustainable development.
- Technology
The initiative includes solar energy, battery storage systems, flexible household devices, car sharing app and electric vehicle charging infrastructure.
- Support received through CEAH
With the support of CEAH, the initiative is progressing from a conceptual framework to a fully operational model by strengthening its technical, legal and organisational foundations. This includes system design, regulatory compliance and governance structuring.
1. Needs Assessment and Requirements Definition
Clarifies and, where necessary, redefines the beneficiary’s needs by introducing collective self-consumption concepts, assessing transition pathways from individual systems, and aligning objectives through iterative expert–beneficiary exchange. Key deliverables include:
- A PPT on Collective Self-Consumption: Explanation of principles and application in Spain
- A PPT on Roadmap: Pathway for transitioning from individual to collective self-consumption
- An Updated Requirements Definition: Refined project requirements based on shared understanding
2. Legal, Economic and Administrative Structuring
Defines the legal and organisational pathway for the energy community, including governance structures, financial planning, and administrative requirements linked to the chosen legal entity. Key deliverables include:
- A PPT on Legal Entity Options: Overview of possible governance and legal structures
- An Economic Feasibility Excel: Assessment of financial viability, including costs, revenues, and funding needs
- A PPT on Administrative Requirements: Summary of legal and administrative obligations
3. Collective Self-Consumption Implementation Pathway
Provides practical guidance on the steps and procedures required to establish a collective self-consumption installation, including transition scenarios and implementation roadmap. Key deliverables include:
- An Implementation Pathway Document: Step-by-step guidance for setting up a collective self-consumption system
4. Technical Needs Assessment and Project Definition
Assesses technical requirements and defines the scope of implementation through expert–beneficiary exchanges, including identification of project types and technical options. Key deliverables include:
- Slides on Technical Feasibility Options: Overview of available technical solutions and project approaches
5. Technical Specification and Project Review
Defines technical requirements for project commissioning and reviews proposed technical solutions to ensure alignment with specifications and implementation objectives. Key deliverables include:
- Slides on Technical Requirements: Definition of technical specifications and system integration needs
- A Technical Project Review Handout: Assessment of project compliance with requirements
6. Data Collection and Digital Tools (App Development)
Explores and defines digital solutions for monitoring electricity consumption, including evaluation of existing tools or development of a custom application, and testing of selected solutions at a micro-scale. Key deliverables include:
- Slides on App Technical Requirements: Specifications for data collection and monitoring tools
- An App Review Handout: Validation and testing of the selected application
