Project description
Power2People Getafe is an innovative citizen-led initiative that enables households with rooftop solar installations to collectively manage and share surplus energy for local uses. Operating in suburban areas with high photovoltaic uptake, the project focuses on unlocking the value of unused energy by redirecting it towards shared services such as electric mobility and support for energy-poor households.
- Challenges addressed
The initiative addresses key local challenges such as energy inefficiency, unequal access to renewable energy benefits and the need to integrate distributed energy resources into a cohesive, community-driven system. By doing so, it strengthens local resilience and promotes a more inclusive energy transition.
- Technology
The initiative integrates solar energy, storage and battery solutions, flexible household devices, and electric vehicle charging infrastructure.
- Support received under CEAH
Through CEAH technical assistance, the project is developing complex technical, legal and financial frameworks to organise large-scale energy sharing among hundreds of participants. This includes the design of aggregation models, peer-to-peer trading mechanisms and fair benefit-sharing schemes.
1. Analysis of the Regulatory Framework for Energy Sharing
Assesses the legal framework governing energy sharing from individual self-consumption installations and evaluates alternative models for integrating these into the energy community. Key deliverables include:- A Legal Report, analysing the applicable regulatory framework and comparing different energy sharing options (e.g. direct sharing, cooperative models, supplier-based approaches)
2. Contractual Models and Data Protection
This activity develops the contractual and legal structures required to operationalise the selected energy sharing model, including data management and user consent mechanisms. Key deliverables include:- A Legal Documentation Package, including draft contracts for the selected model (e.g. P2P or aggregation schemes) and data protection protocols enabling user consent and data management
3. Engagement of Self-Consumers and Data Collection Strategy
This activity defines pathways for involving new members in the energy community and develops a strategy for outreach, engagement, and data collection. Key deliverables include:#- A Preliminary Diagnostic Document, identifying participation pathways, target profiles, barriers, and opportunities
- A Dissemination and Data Collection Strategy, including engagement activities and support for organising information sessions
4. Technical Review and Validation of Project Scope
This activity defines and validates the technical scope, methodology, and data requirements of the project, ensuring alignment with available information and project objectives. Key deliverables include:- A Validated Scope and Work Plan, including a kickoff document outlining methodology and project approach
- An Inventory of Necessary Data, detailing required data sources, formats, and levels of detail
5. PV Generation Potential Analysis
This activity analyses and consolidates photovoltaic generation potential based on existing data, producing operational estimates to support further technical assessments. Key deliverables include:- A Validated Aggregate PV Potential, based on analysis of municipal solar mapping
- A PV Generation Profile, providing time-based generation estimates for further modelling
6. Technical Analysis of Aggregate Demand
This activity develops representative residential electricity demand profiles based on available data, enabling accurate integration with generation scenarios. Key deliverables include:- A Representative Demand Profile, reflecting consumption patterns for residential users
- A Validated Aggregate Demand Curve, suitable for integration with generation models
7. Technical Analysis of Generation Surplus and Flexibility
Evaluates surplus generation and identifies flexibility opportunities by analysing the interaction between generation and demand profiles. Key deliverables include:- An Estimation of PV Generation Surpluses, quantifying excess generation potential
- A Flexibility Analysis, identifying time windows and volumes of manageable energy
