European Commission unveils new Citizens’ Energy Package

The European Commission has introduced a new Citizens’ Energy Package, aimed at helping households across the EU reduce energy bills, better understand their energy choices and take part in the clean energy transition.

Announced in March 2026, the package is part of the Commission’s broader Action Plan for Affordable Energy. It focuses on easing the pressure of high energy costs, tackling energy poverty and ensuring that existing EU energy rules deliver real benefits for citizens.

Despite recent efforts to stabilise energy markets, electricity prices remain higher than before the energy crisis, largely due to global supply pressures, fluctuating weather conditions affecting renewable energy production and increased demand during cold winters. These costs are felt most sharply by vulnerable households.

Commissioner for Energy and Housing Dan Jørgensen said: 

‘Access to affordable, secure, and sustainable energy is a basic necessity for us all. Yet in Europe today, this is still not a reality. Nearly 1 in 10 citizens cannot afford to adequately heat their homes, and a growing number suffer during the summer because they cannot properly cool their living spaces. More than 30 million Europeans report struggling to pay their utility bills on time. This is unacceptable. This needs to change. With the Citizens’ Energy Package, we aim to make that change happen.’ 

Lower taxes, clearer bills and more choice

A key aim of the Citizens’ Energy Package is to bring down household energy costs by addressing the different elements that make up electricity bills. On average, taxes and levies account for around 25% of the price paid by households. The Commission says it will support EU countries in reducing these charges where possible.

The package also seeks to make energy markets simpler and fairer for consumers. Measures will improve access to clear information on bills and contracts, making it easier for people to compare suppliers and switch to cheaper or greener options.

Another focus is encouraging flexible electricity contracts, which allow households to use energy when prices are lower, and supporting the growth of energy communities. These community-led initiatives enable citizens to jointly produce, share or sell renewable energy, helping reduce costs and reliance on fossil fuels.
Combined with improved energy efficiency, the Commission says these changes could deliver significant savings for households, while also reducing exposure to price spikes in global energy markets.

Protecting the most vulnerable

Protecting people at risk of energy poverty is central to the package. New measures include stronger safeguards against disconnections and longer-term reforms to address the root causes of unaffordable energy, such as poor housing quality and inefficient heating systems.

The Commission emphasises that short-term protections will go hand in hand with structural solutions to ensure lasting improvements.

Working with governments and communities

The Commission will work closely with national governments, regional and local authorities, civil society organisations and industry to turn the new package into real-world benefits.

Further guidance is scheduled to follow for Member States on energy communities, flexible retail contracts and consumer protections. Additional funding opportunities will also be made available through the EU LIFE programme, supporting projects that tackle energy poverty. 

The Citizens’ Energy Package marks a key step in the EU’s efforts to ensure that the transition to clean energy is fair, inclusive and affordable for everyone.
