Klaster Energii – Zielona Energia Konin

Project description

Green Energy Konin is an ambitious city-led initiative aimed at transforming Konin, a former coal-based economy in Poland, into a resilient and self-sufficient energy system powered by renewable sources. The project integrates various technologies—including photovoltaic, geothermal and waste-based energy—into a coherent local system supported by energy sharing mechanisms and large-scale building renovation programmes.

  1. Challenges addressed

The project responds to the major challenge of transitioning away from coal while maintaining economic stability, improving quality of life and positioning the city as a leader in sustainable urban transformation.

  1. Technology

The initiative includes solar energy, geothermal systems, biofuels, heat pumps, energy storage and battery systems, district heating, electric vehicle and hydrogen infrastructure, and large-scale building renovations.

  1. Support received through CEAH

With support from CEAH, the city is developing integrated technical, legal and financial models to combine renewable energy production with deep energy efficiency measures and social policies. Particular attention is given to designing mechanisms that address energy poverty and ensure fair access to energy benefits.

    1. Financial Planning and Investment Prioritisation

Defines investment needs and financing strategies for cluster companies over the medium term. Key deliverables include:

    • A Memo on Financial Priorities, outlining key investment needs, funding requirements, and strategic questions
    • An Overview Memo & Next Steps Diagram, identifying feasible financing options and recommended actions for municipal investments
    • A Presentation & Action Plan, including a mapping of financial instruments, priority assessment, and implementation steps with deadlines

    2. Stakeholder Engagement and Consumer Activation

Strengthens collaboration across stakeholders and promotes the role of citizens in the energy transition. Key deliverables include:

    • A Stakeholder Matrix & Engagement Strategy, mapping key actors, influence, and tailored engagement approaches
    • Workshop Materials & Summary Notes, capturing agreed priorities, actions, and recommendations for cluster stakeholders
    • A Memo & Educational Material, outlining strategies to engage residents and raise awareness on active consumer roles

    3. Technical Assessment and System Design

Assesses existing infrastructure and defines the architecture for an integrated energy and data system (ZSIPZE). Key deliverables include:

    • A Technical Baseline Summary, analysing current infrastructure and identifying integration gaps
    • A ZSIPZE Architecture & Digital Platform Concept, defining system architecture, integration standards, and digital platform design
    • An Energy Integration and EMS Concept, outlining energy flows, balancing mechanisms, and system functionalities

    4. Implementation Planning and Pilot Development

Translates technical and financial analysis into a practical roadmap for implementation. Key deliverables include:

    • A Pilot Implementation Plan, defining the scope and operational setup for initial deployment
    • An Implementation Roadmap, setting phased actions, KPIs, and expected outcomes
    • A Communication & Cybersecurity Concept, ensuring secure and reliable system operation
    • A Final Technical Recommendations Summary, providing clear priorities and guidance for implementation, including regulatory and storage aspects
