Project description
The “CER Desk” is an innovative initiative, located in Lodi, Italy that facilitates access to renewable energy communities through a physical and mobile advisory service. It supports citizens, SMEs and organisations by providing guidance, training and tools to participate in the energy transition.
- Challenges addressed
It addresses challenges such as the digital divide, lack of awareness and administrative complexity, ensuring that the benefits of energy communities are accessible across a wide and diverse territory. The model is highly replicable in regions with dispersed populations.
- Technology
The initiative focuses on solar energy as a key enabling technology.
- Support received under CEAH
With CEAH support, the project is enhancing its digital tools, strategic planning and stakeholder engagement methodologies to improve scalability and outreach, particularly towards vulnerable groups.
1. Development of Technical Toolkit & Business Case
Supports financial assessment and stakeholder engagement by developing a practical tool to estimate long-term revenues and a targeted business case to attract key producers. It enables non-technical staff to simulate benefits and strengthens the value proposition for new members. Key deliverables include:- ATechnical Toolkit, consisting of an Excel-based simulator configured for the Lodi context to estimate 20-year revenues and shared energy benefits
- AComparative Business Case Report, providing a data-driven analysis to demonstrate the advantages of joining the CER for a 770kW producer
2. IT Scouting & Digital Onboarding Solutions
This activity focuses on improving digital infrastructure by evaluating existing software options and identifying alternative solutions to streamline onboarding and payment processes. It enables greater operational independence and efficiency. Key deliverables include:- An IT Provider Evaluation Matrix, comparing existing technical management solutions with expert recommendations
- Digital Onboarding Setup Guide, outlining tools and processes for automated member registration and payment collection
3.Social Inclusion Strategy (Poverty Fund)
Develops a structured mechanism to include vulnerable households in the energy community through a dedicated social fund. It ensures equitable access while maintaining financial sustainability through a defined allocation model. Key deliverables include:- A Social Fund Redistribution Model, detailing the allocation framework to support vulnerable members using a share of CER revenues
4. Governance Support & Inclusive Voting Procedures
This activity strengthens governance by supporting the organisation of the CER’s General Assembly and establishing inclusive, legally compliant voting procedures. It enables broader participation and formalises governance processes. Key deliverables include:- A Digital Assembly Protocol, providing guidance on digital convocations, voting procedures, and proxy management
- A Revised CER Regulation, including amendments to formalise inclusive voting procedures and governance structures
