ENERKOM Podlipansko – Regional Community Energy and Energy Sharing Initiative

Project description

ENERKOM Podlipansko is a regional citizen energy initiative operating across 57 municipalities in Central Bohemia. It aims to support the transition towards energy self-sufficiency by combining renewable energy deployment, energy efficiency measures and advanced energy management systems. A central component of the project is the coordination of energy data across municipalities within REOS – ENERKOM’s own independent data infrastructure. The development of a modular digital platform will coordinate energy data and enable more effective governance across municipalities.

  1. Challenges addressed

The project addresses challenges such as fragmented data systems, limited municipal capacity and the complexity of coordinating energy initiatives across several local authorities. By fostering cooperation and building scalable solutions, ENERKOM aims to support stronger regional resilience and more inclusive energy governance.

  1. Technology

The project’s technology scope spans solar energy biogas, energy storage and battery systems, energy efficiency solutions and building renovations. Solar energy is already operational, while the other technologies are being prepared for integration as the system develops.

  1. Support received through CEAH

With support from CEAH, the initiative is advancing towards the implementation of multi-municipal energy sharing solutions and integrated governance models. This includes the development of legal frameworks, technical feasibility planning and stakeholder engagement processes that ensure inclusive participation. The main activities include:

    1. Community Activation and Engagement

Supports member recruitment and activation by improving communication strategies and facilitating stakeholder engagement. Key deliverables include:

A Communication Strategy & Web Review to define target group messaging, optimise communication channels, and enhance the website

An Engagement Toolkit & Event Report, providing recruitment materials and capturing outcomes from the General Assembly

    2. Governance and Legal Structuring

Strengthens internal structures and ensures compliance as the community expands to a larger membership base. Key deliverables include:

    • A Governance & Compliance Report, assessing current structures and proposing an updated governance model aligned with EU and national requirements
    • A OSS Legal & Structuring Analysis, comparing organisational models and defining ownership, control, and risk mitigation mechanisms

    3. Funding Strategy and Capacity Building

Enhances ENERKOM’s ability to access and utilise EU support mechanisms effectively. Key deliverables include:

    • Technical Assistance and a Capacity Building Note, outlining relevant instruments, requirements, risks, and practical next steps
    • An EU Funding Outlook Brief, providing insights into future funding trends and recommendations for strategic positioning

    4. Financial Model Development

Refines financing approaches to support implementation and scaling of community investments. Key deliverable includes:

    • A Shared Investment Model – Revised Concept, defining updated financial and organisational parameters and a pilot implementation approach

    5. Technical Feasibility and Energy Optimisation

Assesses the integration of new energy infrastructure and its system-wide impacts. Key deliverable includes:

A Feasibility Study of Bio-gas Power Plant Integration, analysing energy and financial impacts and identifying opportunities to optimise self-consumption
