Project description
The Durance Luberon photovoltaic project, implemented across Villeneuve, La Brillanne, and Volx in France, develops photovoltaic installations on both ground-based sites and rooftops in collaboration with local municipalities and stakeholders. The energy produced is intended for collective self-consumption within a local energy community, supporting decarbonisation and local energy autonomy.

1. Development of a Specific Business Plan
This activity supports the design of a robust economic model for the self-consumption loop, enabling the beneficiary to assess financial viability and optimise system configuration. It combines financial analysis, simulation, and capacity building to ensure long-term autonomy in managing the energy community. Key deliverables include:- A Business Plan Spreadsheet, incorporating validated assumptions and enabling scenario testing and future scaling of production and consumption within the loop
2. Terms and Conditions for Making Public Land Available
Addresses the legal framework required to install energy infrastructure on municipal assets, ensuring compliant and secure access to public rooftops. It provides practical templates and strategic guidance aligned with regulatory requirements. Key deliverables include:- A Template of Temporary Occupancy Agreement, forming the legal basis for cooperation between the community and the municipality
- A Template of Municipal Resolution, enabling formal authorisation for the agreement by local authorities
3. Preliminary Design of Contractual Agreements with Customers of the Self-Consumption Loop
This activity supports the structuring of contractual relationships with energy consumers, addressing variations in contract terms depending on consumer type and regulatory requirements. Key deliverables include:- A Report, outlining legal frameworks, obligations, and comparative analysis of self-consumption models (individual, collective, patrimonial)
- Two Agreement Templates, covering both individual and collective self-consumption arrangements
