Project description

Comunità Energetica Sicilia Solidale ETS, based in Mussomeli, Italy, is a renewable energy community initiative operating across multiple municipalities, aiming to expand renewable energy production and sharing through a strong network of citizens, SMEs, and public institutions. The project has already supported the installation of numerous photovoltaic systems and now seeks to expand its scope by including additional consumers and increasing energy-sharing capacity.

  1. Challenges addressed

    The project addresses challenges such as limited expertise in managing complex energy communities, the need for sustainable financing and the importance of maintaining strong community involvement during expansion.

  1. Technology

    The initiative integrates solar energy, battery storage systems, flexible household devices, and energy efficiency measures, alongside additional supporting solutions.

  1. Support received under CEAH

    Through CEAH technical assistance, the initiative is strengthening its financial planning, legal structuring and stakeholder engagement strategies to support further growth. It also aims to increase participation and develop new funding mechanisms.  

    1. Legal and Fiscal Feasibility Study 
    Assesses the legal and fiscal framework required to implement innovative mechanisms such as a Digital Wallet and Barter Platform, ensuring alignment with both Third Sector (ETS) rules and GSE constraints. Key deliverables include: 

    • Legal and Fiscal Feasibility Study, outlining regulatory boundaries and implementation conditions for the proposed mechanisms 

    2. Alternative Financing Strategy and EU Funding Scouting 
    This activity develops financing solutions to support project growth, including crowdfunding models and identification of suitable EU funding programmes. Key deliverables include: 

    • Alternative Financing Strategy, defining crowdfunding approaches and ESCo integration 
    • EU Funding Scouting Report, identifying relevant programmes, eligibility, and strategic opportunities 

    3. Institutional Pitch Kit 
    This activity equips the project with structured materials to engage public and institutional stakeholders for asset access and partnerships. Key deliverables include: 

    • An Institutional Pitch Kit, including presentations, engagement materials, and draft agreements for institutional outreach 

    4. EU Networking Strategy 
    Supports the development of international cooperation by identifying relevant networks and partnership opportunities. Key deliverables include: 

    • An EU Networking Strategy, including mapping of networks, peer exchange programmes, and an action plan for engagement
