Citizen Energy Advisory Hub

CER Valsesia

Project description

CER Valsesia, operating across the Valsesia Valley in Italy,  is a large-scale citizen energy community operating across 26 municipalities in a mountainous region of Italy. The project develops renewable energy production and collective self-consumption through multiple local configurations, aiming to reduce energy costs and improve access to sustainable energy solutions in remote areas.

  1. Challenges addressed

It addresses challenges such as high energy costs, limited infrastructure and geographic dispersion, while offering a flexible and scalable model for regional energy communities in similar contexts.

  1. Technology

The initiative integrates solar energy, heat pumps, storage and battery systems, flexible household devices, and energy efficiency measures.

  1. Support received under CEAH

With CEAH technical assistance, the initiative is strengthening its technical planning, system integration and operational management to ensure effective coordination across its distributed structure.

    1. Member Onboarding Process and Communication Strategy
This activity develops a structured and scalable system to support member recruitment and onboarding, ensuring administrative efficiency and compliance with GSE requirements. It combines operational tools with a tailored communication strategy to strengthen engagement across diverse target groups. Key deliverables include:

    • An Initial Assessment Note, analysing current onboarding practices, target groups, and key challenges
    • An Onboarding Procedure, including standardised forms, checklists, templates, and operational instructions
    • A Marketing Plan, defining communication strategy, key messages, and promotional materials for membership development

    2. Operational Management and Energy Balance Framework for CER Scaling
This activity supports the development of an efficient operational management system capable of handling the complexity and growth of the CER, including multiple configurations and increasing membership. It provides methodologies and tools to monitor energy flows and manage performance at scale. Key deliverables include:

    • An Operational Assessment Note, identifying key risks, organisational needs, and challenges during the scaling phase
    • A Management Methodology, defining energy balance monitoring, performance indicators (KPIs), and operational framework
    • Operational Guidelines, including procedures and validated tools to support day-to-day management and future growth
