CER Ticinum is a renewable energy community operating in Italy that aims to produce, store and share renewable energy while generating environmental, economic and social benefits for its members. The initiative combines collective self-consumption with energy efficiency measures and inclusive governance to optimise local energy use and reduce costs. It also focuses on strengthening stakeholder engagement, particularly among vulnerable groups.

CER Ticinum addresses challenges related to technical complexity, financial planning and community participation, contributing to a scalable and inclusive local energy transition.
- Technology
The initiative incorporates a wide range of technologies including solar energy, hydropower, heat pumps, storage and battery systems, electric vehicle charging infrastructure, flexible household devices, energy efficiency measures, and building renovations.
- Support received under CEAH
With the support of CEAH technical assistance, the project is progressing towards full implementation by developing feasibility studies, financial models and governance structures that comply with national regulations.
1. Engagement Diagnostics
This activity analyses current user engagement, onboarding processes, and stakeholder needs to identify gaps and improvement opportunities. Key deliverables include:- An Engagement diagnostics report, summarising user insights, bottlenecks, and recommendations
2. Citizen Engagement Toolkit Development
This activity co-designs a practical toolkit to support stakeholder engagement, onboarding, and monitoring. Key deliverables include:- A Citizen engagement toolkit, including templates, procedures, and monitoring tools
3. Operational Assessment and Onboarding Standardisation
This activity reviews and improves onboarding processes, identifying inefficiencies and developing standardised workflows and tools. Key deliverables include:- An Operational Assessment Note, outlining key gaps and improvement actions
- An Onboarding Template Pack, including forms, checklists, and data validation rules
4. CACER/GSE Procedure and Data Quality Support
This activity translates complex operational requirements into practical internal procedures and data quality tools. Key deliverables include:- CACER/GSE Submission SOP, defining workflows, responsibilities, and checks
- A Data Quality Control Toolkit, including checklists, protocols, and validation tools
5. Pilot Application and Scale-Up Roadmap
Tests and refines developed tools through pilot cases and defines a roadmap for broader implementation. Key deliverables include:- A Pilot Test Note, summarising lessons learned
- A Revised Operational Toolkit, incorporating improvements from testing
- An Operational Roadmapfor scale-up, outlining next steps and replication strategy
6. Training and Capacity Building
Strengthens organisational capacity through practical training on tools, processes, and CER operations. Key deliverables include:- Training Materials, including slides and practical guidance
- An FAQ Note, summarising key operational questions and answers
7. SOP Validation and Autonomy Planning
Validates procedures and supports the transition towards independent use of tools and processes. Key deliverables include:- AN SOP Validation Workshop Summary, capturing key decisions and follow-up actions
- A Roles and Responsibilities Matrix, defining internal ownership of processes
- Autonomy Action Plan, outlining next steps for continued use and updates
