C.E.R ECOINVOLTA

Project description

Ecoinvolta is a solidarity-based Renewable Energy Community operating in inland areas of Campania, Italy, where rural depopulation, ageing populations and socio-economic decline are significant challenges. The project combines local renewable energy production with strong community engagement and social objectives, including the redistribution of benefits to support vulnerable households and local initiatives.

    The project addresses key challenges such as limited institutional capacity, energy poverty and the need for social innovation in the energy transition, positioning itself as a model for community-led regeneration.

  1. Support received under CEAH

    With the support of CEAH technical assistance, the initiative is strengthening its legal framework, technical system design and stakeholder engagement strategies. This includes integrating multiple types of energy assets—residential, municipal and agricultural—and developing inclusive participation mechanisms.  

    1. Development of the REC Documentation Package 
    Supports the definition and refinement of the legal, administrative, and contractual framework of the REC, ensuring alignment with its objectives, governance model, and regulatory context. Key deliverables include: 

    • Bylaws and Execution Regulations, defining governance, internal functioning, and member relationships 
    • Distribution and Configuration Regulations, outlining energy sharing rules and incentive allocation (including social impact provisions) 
    • Contractual and Administrative Documentation, including mandates, agreements with members and public authorities, and membership forms 
    • Guidance Notes on Social Lending and Fiscal Management, supporting financing approaches and compliance with ETS requirements 

    2. Elaboration of Sharing Scenarios and Business Plan Development 
    Develops energy simulations and economic analysis to assess system performance and financial viability, supporting the design of both the CER and specific project investments. Key deliverables include: 

    • A Feasibility Study, assessing production potential, consumption, and energy sharing scenarios 
    • A CER Business Plan, defining revenues, costs, and financial sustainability 
    • A Collective Plant Business Plan, supporting financing applications and investment decisions 

    3. Impact Plan Development and Support for Incentive Data Collection 
    Defines the social and environmental impact of the REC and supports data collection for incentive applications and project implementation. Key deliverables include: 

    • A CER Impact Plan, outlining objectives, indicators, and expected social and environmental outcomes 
    • A Plant Handbook, providing technical and regulatory guidance for implementation 
    • An Incentive Application Checklist, identifying required data and supporting compliance 

    4. Territorial Activation Plan and Stakeholder Engagement 
    Defines a structured approach to stakeholder engagement and member recruitment, aligned with the REC’s value proposition and impact objectives. Key deliverables include: 

    • A Project Value Proposition, describing economic, social, and environmental benefits 
    • A Stakeholder Database, mapping key actors and their roles 
    • A Territorial Activation Action Plan and Activity Calendar, outlining engagement strategy and implementation timeline 
    • An Editorial Plan and Event Materials, supporting communication and outreach activities
