CER CO.E.SOL.

Project description

CER CO.E.SOL., based in Cambiago, Italy, is a renewable energy community operating in northern Italy that promotes a fair energy transition by reinvesting the majority of the revenues generated from energy sharing into local social and environmental projects. The initiative builds on an initial collectively funded photovoltaic installation and aims to expand its network across multiple territories through a structured and scalable model.

  1. Challenges addressed

It addresses challenges related to regulatory complexity, scaling energy communities across different locations and ensuring inclusive engagement. Its model demonstrates how energy communities can generate tangible local benefits while supporting broader sustainability objectives.

  1. Technology

The initiative integrates solar energy generated by both residential and commercial PV systems.

  1. Support received under CEAH

With the support of CEAH, the project is strengthening its technical and administrative management,  and developing communication and engagement strategies to increase participation.

    1. Technical Support – Analysis of REC Configuration
Develops a practical simulation tool to analyse and optimise different REC configurations based on system size and participant composition. It enables the beneficiary to assess alternative setups and support planning decisions. Key deliverables include:

    • An Excel File for REC Configuration, allowing simulation of different system configurations and participant scenarios
    • Procedural Sheets, supporting the use and interpretation of the configuration tool

    2. Creation of Specifications for REC
Defines a structured set of technical and operational instructions to guide the implementation and optimisation of the REC configuration. It provides a clear reference framework for setting up and managing the system. Key deliverables include:

    • AREC Specification Document, outlining required actions and procedures for establishing and optimising the REC
    • Procedural Sheets, supporting implementation of the defined specifications

     3. Technical-Economic Analysis of EV Charging Points Installation
This activity assesses the feasibility and implications of integrating EV charging infrastructure within the REC, considering technical and economic factors and potential operational scenarios. Key deliverables include:

    • Feasibility Study, analysing optimal technical and economic configurations for EV charging integration
    • Procedural Sheets, supporting implementation and integration of EV charging points within the REC

    4. Stakeholder Mapping and Engagement Strategy Definition
Develops a structured and scalable stakeholder engagement approach, identifying key actors and defining targeted engagement strategies aligned with the REC’s objectives and governance. Key deliverables include:

    • A Stakeholder Engagement Strategy Report, including stakeholder mapping, categorisation, engagement objectives, and tailored value propositions

    5. Institutional Engagement with Municipalities and Public Authorities
Supports structured engagement with municipalities to strengthen collaboration and facilitate REC development, including testing and refining engagement approaches. Key deliverables include:

    • A Municipal Engagement Report, summarising engagement activities, results, and providing templates for interaction with public authorities

    6. Engagement of Local SMEs
This activity facilitates the integration of local SMEs into the REC by developing tailored engagement approaches and supporting outreach through meetings, workshops, and practical materials. Key deliverables include:

    • An SME Engagement Toolkit and Case Study Report, summarising engagement activities, materials, and at least one detailed case study

    7. Engagement of Installers
This activity supports the engagement of PV installers to enable technical partnerships and scalable collaboration models aligned with the REC strategy. Key deliverables include:

    • A PV Installers Engagement Report, outlining engagement activities, results, and recommended collaboration models
