Project description
The BlaisWatt initiative, operating in Loir-et-Cher, France, focuses on reactivating historic water mills in rural France to produce small-scale hydropower through citizen-led initiatives. By leveraging local heritage and natural resources, the project contributes to Europe's energy transition by strengthening local energy sovereignty and increasing the resilience of rural territories through decentralised renewable energy production. Ecological continuity, fish migration, and aquatic habitat preservation are integrated into the project design from the outset.
- Challenges addressed
The project addresses challenges related to technical complexity, environmental sustainability and citizen mobilisation, offering a replicable model for heritage-based renewable energy development.
- Technology
The initiative integrates hydropower alongside solar energy, onshore wind, energy efficiency measures, building renovations, and other complementary solutions.
- Support received under CEAH
With CEAH support, the initiative is strengthening its technical implementation, stakeholder engagement strategies and impact assessment methodologies. It also seeks to enhance participatory governance and develop tools for community involvement.
1. Technical Up-Skilling for Stakeholders
This activity delivers an on-site training session to improve understanding of hydropower projects and support stakeholder capacity building. Key deliverables include:- On-site training session, providing practical knowledge on hydropower systems
- Training feedback, including individual and collective inputs gathered during and after the session
2. Production Estimation and Technical Assessment
Assesses hydrological conditions and technical options to estimate energy production and potential revenues. Key deliverables include:- A Flow and production estimates, including modelling of energy generation over time
- A Turbine assessment, outlining suitable technologies and specifications
- A Production and revenue analysis, presenting expected outputs and financial implications
3. Environmental Constraints Assessment
Reviews environmental conditions and existing studies to identify constraints affecting project feasibility. Key deliverables include:- Environmental constraints report, outlining key geographical and regulatory limitations
- Review of existing studies, including implications for project performance
4. Integration into Existing Business Models
This activity supports the integration of the hydropower project into existing operational and financial frameworks. Key deliverables include:- Project implementation plan, including timeline and cost estimates (Gantt chart)
5. Administrative Up-Skilling for Stakeholders
This activity strengthens understanding of administrative, regulatory, and environmental aspects through training and knowledge transfer. Key deliverables include:- On-site Training Session, covering administrative and regulatory considerations
- Training Feedback, capturing stakeholder inputs and learning outcomes
6. Financial and Political Support Mapping
This activity identifies key stakeholders and funding instruments to support project implementation and scaling. Key deliverables include:- A Support Mapping Document, outlining relevant stakeholders and financial mechanisms
7. Scientific, Legal and Advocacy Support
This activity develops a structured case for project implementation by analysing data and preparing supporting arguments. Key deliverables include:- A Case study and advocacy document, outlining project value, constraints, and investment case
