Project description
Phare Ouest Energie is a citizen energy community, located in Plaisance (Gers), in rural south-west of France, aiming to develop a citizen-led network project called “Archipel EnR” (the project), as an “archipelago” of interconnected collective self-consumption loops for renewable electricity production and sharing. Rooted in the principles of the Social and Solidarity Economy, the project brings together citizens, local authorities and local stakeholders to co-produce and consume renewable energy, primarily through photovoltaic installations on municipal rooftops. Its innovative model is designed to overcome national regulatory constraints by creating multiple local loops that can gradually expand across a wider territory.
- Challenges addressed
The initiative addresses critical challenges faced in early-stage citizen energy projects, such as attracting investment, ensuring financial viability and maintaining strong local engagement. By structuring a scalable and replicable model, Archipel EnR contributes to the development of resilient, citizen-driven energy systems in rural areas.
- Technology
The initiative integrates a diverse mix of technologies including solar energy, hydropower, geothermal systems, heat pumps, and storage and battery solutions.
- Support received under CEAH
With the support of CEAH technical assistance, the project is focusing on strengthening its business model, financing strategy and regulatory framework, while developing a long-term communication and citizen mobilisation plan.
1. Case Development for ACC Loop Clusters and MVACCL Concept
This activity defines a structured approach for deploying energy sharing ("autoconsommation collective" in French, or "ACC") loop clusters and the MVACCL concept (Minimum Viable ACC Loop) within the French regulatory context. It includes mapping support mechanisms and translating them into a replicable communication and development model. Key deliverables include:- ALocal Communication Case, providing a call to action tailored to the region to engage stakeholders in the ARCHIPEL EnR initiative
- Guidelines for Broader Communication, supporting replication of the concept across different regions
2. Mapping of Support and Funding Systems
This activity identifies, prioritises, and supports access to relevant funding and support mechanisms, enabling the project to secure financial resources and develop a scalable model. Key deliverables include:- A Support and Resources Sheet, identifying funding opportunities and supporting application development
- A Resource Mapping Guide, including recommendations for replicating funding strategies in other contexts
3. Recommendations on National and European Representativeness
This activity develops a structured approach to stakeholder representation and advocacy at different levels, ensuring effective positioning of the project. Key deliverables include:- An Identification Checklist for Representation (Manifesto), outlining how to ensure effective representation across governance levels
- A Resource Mapping Sheet, providing guidance for scaling the representation model
4. Assessment of Regional Potential and Feasibility Scenarios
This activity analyses geographic and technical potential for PV deployment and defines costed scenarios aligned with the MVACCL concept. Key deliverables include:- An Assessment of Regional Potential, including 2–3 detailed feasibility studies for selected configurations
5. Optimisation Strategy and Performance Analysis
This activity identifies and evaluates optimisation strategies (e.g. clustering, partnerships), defining performance indicators and ranking options based on defined criteria. Key deliverables include:- An Optimisation Appendix, detailing strategies, KPIs, and ranking of options to improve system performance
6. Transposable Model Development and Guidance
This activity consolidates knowledge into a structured and transferable model, providing guidance for replication by other energy communities. Key deliverables include:- A Transposable Model Booklet, offering a practical guide for new community energy project leaders and supporting replication of the approach
